Jason, If it helps, I think X was likely just trying to bring some levity to the forum (which he does so well). When I read your post, I couldn’t figure out what you were talking about except your blaming the problems on past boards.
Apparently, there are some serious problems with THIS board as well.

I was just wondering, how would you have felt if Mr. Buccina HAD spoken to your wife the way Mr. Boivin spoke to Judy? Would you have been OK with it?
Truth is, none of us are perfect. We all mess up sometimes. When we do, we face it and try to make it right. Mr. Buccina gave a public apology. I have a lot of respect for that.
What do you think we will get from Mr. Boivin? More of the same?

How does Mr. Boivin get elected? Very unprofessional and condescending. Does Rumford use any rules of order?

I think a code of conduct and ethics is really needed. Even if the current elected officials weren't held to it, it could be something that could be worked in as new officials are elected. It would take a majority vote of the selectmen to institute something like that though.

Maybe they should vote on adopting the agenda and any changes at the outset of the meeting. If they vote on that before or after approving the minutes of the last meeting I'm sure there will be a few happier folks.

Kevin sent me a couple of pm's regarding my thought that Mr. Boivin owes an apology for his outburst.
"Where was Judy's apology for disrupting the meeting? She was told nicely that she couldn't speak, and she stood there and whined
about it. The meeting had already proceeded to the next item. It was obvious that she was out of order, and arguing with the chairman about it wasn't going to change anything. No, Arthur didn't respond as he could have, but she was way out of line in her response as well. Let's just call it offsetting penalties."

One area in which they tend to fail is that they don't always vote to "table" an item. Given this flaw in the system, we need to look at past practice. This board tends to wrap up an item with the chairman seeking further comment, then announcing the next item. If a person has not indicated they wish to speakn by either raising their nhand or being at the podium before the next item is announced, they cannot speak on the past item.
If you attended the meeting, you would see that Judy was not at the podium until after the new item was announced. When she was recognized, she asked to speak on the previous item and was told that it had passed and she couldn't speak on it. Once that statement was made, she was out of order in making any further comments. If you notice she continued to press for an answer as to why she couldn't speak. I don't knowe if the audio picked it up, but I was sitting right nextb to the podium and I stated "procedure". Despite being tod twice that she couldn't speak, she comtinnued to whine about being denied. Had she been at the podium or raised her hand on time, there would have been no problem. However, as events transpired, she was lucky that she wasn't ejected from the meeting for being disruptive."

Kevin obviously has a different interpretation of the events than I do. I disagree with his portayal of Judy "whining" and of her being out of line.
Any person who gets up to speak at a selectmen's meeting should be treated politely and respectfully. In Judy's case, this did not happen, and I feel that Mr. Boivin owes the town and Judy a heartfelt apology for his rude and unprofessional behavior.

"will you sit down, the time has gone by we are not taking it up" it sounded like my dad scolding me when I was five years old.
How about the fact that most citizens do not understand or know how a selectman's meeting is run. What if this had been an elderly person at their first meeting and was confused about when to talk? I'm glad she called him out on his behavior. If it had been me I would have told him quite frankly Mr. Boivin I am not five and you are not my father, so do not ever try and talk to me like you are. Respect gains respect.
His actions after that were even worse. I also have another question Kevin.......do you think maybe he would have responded the same if the speaker had been an older male? It was out of line and I know I'm not the only citizen or selectman who agrees with this.
Also don't get me started on being ejected from the meeting for being disruptive....So Arthur is allowed to yell and be disruptive but citizens can't. Man I lose more respect for people who play the do as I say not as I do role and I'm finding its very common in Rumford.

How can separate the two behaviors? Arthur was aggressive and was yelling. Judy was very polite. The rules if there were any, have nothing to do with it.

Boivin is an elected town official, the chairman of that board. A citizen's polite inquiries should NOT have prompted his outburst.
