Town Manager Position

The Town of Rumford, Maine is currently accepting applications for the position of Town Manager. Rumford is a dynamic community ready for growth. Located in a four season resort area in western Maine with a population of 6500, Rumford’s municipal budget is $7.5M excluding the school.

Qualified applicants are experienced in budget analysis, financial matters, personnel management, labor relations, and are excellent communicators. Applicants should be well versed in economic development as we are a single industry community. Municipal management experience and a college degree preferred but individuals with comparable work experience and education are encouraged to apply as well.

Salary is commensurate with experience and training. Rumford Town Manager Powers-Duties-Responsibilities

Powers:
Shall be the chief executive officer and administrative head of the town government. Subject to the provisions of the Town Charter and the Ordinance of the town, he shall be responsible to the Board of Selectmen, as its agent, for the proper administration of the affairs of the town which fall within his jurisdiction, in conformance with the policies of the Board as recorded in its meetings.
Duties:
1. To appoint, prescribe the duties of and remove all employees of the town who are under his jurisdiction.
2. To inform and keep the Board advised of the financial condition of the town and of its current and future needs; to prepare and present, when pertinent, accurate estimates of costs and factual information; and from time to time to make such recommendations to the board as he may deem necessary and helpful.
3. To attend all meetings of the Board and act as its secretary, except at such times as his employment may be under consideration.
4. To exercise general supervision, direction and control over the affairs of the town, except the school, and subject to such limitations as are contained in the Charter or in the Ordinances of the town, and to coordinate the activities of all departments and officials so far as may be possible.
5. To act as a channel through which communications, recommendations, complaints, requests for legal opinions and guidance, and general information shall pass to, from and between the Board of Selectmen and the various departments and officials.
6. To act as purchasing agent for all departments, boards, commissions and officials, except the school department, to the end that the town may obtain the advantages of generally accepted purchasing methods based on standardized specifications, competitive prices and volume purchases.
7. To cause to be prepared by the various departments, agencies, boards, commissions and officials, as soon as may be, a catalog of all town property within the control of each, from which he/she shall prepare a complete basic inventory of all town property, including real estate, machinery, equipment, tools, materials and supplies, all items of which shall be identified, when possible, by description, make, number, model or other distinguishing label, which said inventory, when completed, shall be filed with the town clerk, and thereafter to cause the same to be revised and adjusted in all categories at the end of each fiscal year.
8. To perform and discharge such other functions and duties as may be prescribed by the Charter and Ordinances of the town or as may be assigned to him from time to time by the Board of Selectmen.
9. To be responsible for the enforcement of all the ordinances and codes of the town and to this end the manager or authorized representative shall be the chief Ordinance and Code Enforcement Officer

Rumford Town Manager Responsibility Outline
1. Provide rapid response for resident complaints or concerns:
a. Ensure clarity by listening carefully while expecting factual concerns.
b. Focus attention on PLANS and RESULTS to mitigate complaints and concerns
c. By actions, let the residents and employees know that their Town Manager is there to support them..
2. Municipal Official Training:
a. Develop and communicate Economic Development ideas: Participate with other River Valley Economic Development groups to sell our region to potential businesses while assessing the real possibilities for jobs and revenue for our town.
3. Value existing Town of Rumford employees, while understanding the need to reduce spending. Build a visible team environment among the Rumford selectmen and all of the Town departments (Tax Collector, Town Clerk, Assessors, Office personnel, Fire, Police, Public Works, Parks, Animal Control, Code Enforcement) and all supporting town committees and boards (Planning, Finance, Parks, Appeals)
a. As a general statement, we are fortunate to have so many dedicated and skilled town employees.
b. Sustain a team environment within the municipal building to facilitate productivity, morale, client satisfaction and cost savings:
c. Create a team environment and build on the morale within the Fire Department.
d. Sustain a team environment and build on the morale within the Police Department.
e. Sustain a team environment in the Parks Department.
f. Sustain an effective Animal Control organization:
g. Sustain an effective Code Enforcement position:
4. Establish periodic review meetings with each department manager to understand their concerns and to provide feedback for their continuous improvement (employee moral, results and spending levels). Introduce the need for capital expense decisions to include the option to ‘contract’ outside suppliers.
5. Review current definitions of ‘service levels’ and work with the department managers to clarify or modify them as necessary.
6. Drive the creation of a Rumford Region Strategic Plan. The plan must identify a ten-year VISION, GOALS and STRATEGIES to move our region into the 21st century.
7. Build a respectful coalition with other River Valley towns to create a feasibility study and implementation plan for sharing services. Ensure agreed upon and measurable goals.
8. Establish and measure a Rumford Economic Development Committee. Request and encourage volunteer support to develop and leverage opportunities and ensure timely measurable goals.
9. NETWORKING: Provide meaningful relationships with regional stakeholders and those organizations who can support our vision for excellence:
a. Establish working relationships with local Non-Profit organizations (GRCC, Black Mountain, Rumford Community Home, Rumford Historical Society, Mexico Historical Society, RV Chamber of Commerce, RV Growth Council, RV Technology Center, etc):
b. Conduct periodic open forums to update the citizens on progress against goals for our town and region.
c. Establish a professional relationship with Med-Care to ensure sustained service levels and to utilize their experiences with regionalizing services.
d. Establish and maintain a credible and professional relationship with the New Page Paper Mill management team to ensure joint planning for the future of our region.
e. Establish and maintain a management and technology relationship with the major Maine technology organizations (MTI, DECD, University of Maine, Etc) to support a vision for Economic Development in Rumford.
f. Establish and maintain business relationships with influential members of the Maine Legislature and U.S. Legislature to leverage Regional Economic Development.
g. Establish and maintain a business relationship with the Regional School Board and other regional boards (Waste Treatment, Water District, etc) to sustain performance and fiscal responsibility.
h. Establish and maintain a business relationship with the Maine DEP (Department of Environmental Protection).
i. Establish and maintain a business relationship with the Maine DOT (Department of Transportation).
j. Establish and maintain a business relationship with the Maine DOL (Department of Labor).
